Today is September 23. Happy birthday Neptune! This Ice Giant was discovered on this day in 1846. It had already been generally believed to exist, however, as it was the first planet to be identified mathematically (due to its gravitional effects on Uranus) before it was actually seen. The French mathematician who estimated its location suggested "Neptune" as a name, but then quickly backpedaled and decided it should be named after him. What is his last name, which was nearly the name of the planet?
